Formation of Rashtriya Samajwadi Party After the tragic assassination of Indira Gandhi, Mukherjee briefly left the Congress party and formed his own political party, the Rashtriya Samajwadi Party. However, in 1989, his party merged back with the Congress after an agreement with Rajiv Gandhi. Presidency and Tough Decisions As President, Mukherjee made some tough decisions, including rejecting 24 mercy pleas. Moreover, among them those of Yakub Memon, Ajmal Kasab, and Afzal Guru. Author and Legacy Mukherjee was also an accomplished author, having written several books. These are: Beyond Survival: Emerging Dimensions of India Economy (1984), Saga of Struggle and Sacrifice (1993), and The Dramatic Decade: The Indira Gandhi Years (2014).
