Various sources, including state governments, central ministries, members of Parliament, and eminent persons, can submit nominations. Ultimately, the President of India holds the final authority to confer the award, which offcials announce on the eve of Republic Day (January 26) or on other special occasions. Consequently, the award is presented by the President at a ceremonial function held at the Rashtrapati Bhavan, adding a touch of grandeur to the honor.
